The organization's main objective was accomplished when the measure was passed in the March 2024 California election. This proposition enacted significant changes to the state's mental health system, authorizing $6.4 billion in bonds of which $4.4 billion is designated to build and renovate mental health treatment facilities and residential care settings, and $2 billion to build supportive housing. This proposition also redirects how existing mental health tax revenue is allocated by counties, requiring one-third of funding for housing and personalized support services as well as expand the scope of services to include treatment for substance use disorders, not just mental illness.

The Sacramento Measure C proposed to increase the maximum annual tax liability from $5,000 to $125,000 for many businesses operating within the City of Sacramento.
