In furtherance of the corporation's role as an organization to benefit, perform the functions of, or carry out the purposes of ocf, the corporation shall collaborate with ocf to provide children in douglas county, oregon, with incentive scholarship grants for higher education, and provide incentive messaging and research supporting such children's aspirations and access to, and preparation for, higher education.
