To promote community development by providing assistance, including without limitations loans and other forms of debt or equity financing, directed toward improving the social or economic conditions of low income individuals, individuals that lack adequate access to capital or financial services, underserved people or communities, or residents of distressed communities, as well as to provide management guidance in the effective operation of such enterprises.
