ST. Francis is jointly owned by allina health system, park nicollet health services, and essentia health.in 2024 ST. Francis expended $ 162.6 million to provide medical services to patients that included nearly 6,500 inpatient admissions, over 105,000 outpatient visits and nearly 1,000 births.

Francis is a participant in the medicaid surcharge program. The current program includes a 1.56% surcharge on a hospital's net patient revenue (excluding medicare revenue). Charity care does not include bad debt (charges written off as unpaid and uncollectible). Through this program, ST. Francis strives to ensure that all members of the community receive quality medical care; regardless of ability to pay. In 2024, ST. Francis provides a sliding scale discount. River valley helps people with complex problems navigate through the community agencies and programs available to them. In 2024, river valley reached additional patients through 12 community screenings. River valley operates as a free medical clinic with additional capabilities with respect to diabetes outreach and care, and is co-located at the shakopee cap agency offices providing additional opportunities to serve a greater number of community members.ST. Francis is a partner to southern valley alliance (sva), a domestic violence agency located in scott and carver counties in minnesota, supporting sva's hospital advocacy program as well as the new domestic abuse advocacy center in shakopee. The hospital advocacy program allows sva advocates to remotely connect with an emergency room patient being treated for a domestic violence injury, working with the hospital staff and the patient to provide support and resources.ST.
