The foundation is organized and at all times shall be operated for public charitable purposes and for the benefit and support of, and to perform some of the functions of the ashland county community foundation, so long as the ashland county community foundation is organized and at all times operated, as a "community foundation" described in sections 501(c) (3) and 509(a) (1) of the internal revenue code.
